Non-working satellites at the Low Earth Orbit (LEO) level pose significant risks due to their potential contribution to space debris, which can threaten active satellites, spacecraft, and even human missions. Space debris, or "cosmic garbage," refers to defunct satellites, spent rocket stages, and fragments from collisions or disintegrations. These debris pieces travel at high speeds, making even small objects hazardous in space. The risks include:

1. Collisions: Inactive satellites can collide with active satellites, creating a cascade of debris, a phenomenon known as the Kessler Syndrome. This increases the likelihood of further collisions.
   
2. Damage to Operational Satellites: As debris moves uncontrollably through LEO, it can strike functioning satellites, disabling critical communication, weather forecasting, and GPS services.

3. Threat to Space Missions: Human space missions, including those to the International Space Station (ISS), are at constant risk of collision with space debris, necessitating avoidance maneuvers.

To mitigate these risks, complex measures are necessary. The European Space Agency (ESA) has been spearheading efforts towards a "Zero Space Debris" initiative by 2030 . Some measures include:

- Deorbiting defunct satellites: Ensuring satellites have mechanisms to either re-enter the Earth's atmosphere or be moved to a "graveyard orbit" at the end of their lifecycle.
  
- Active Debris Removal (ADR): Developing technology to capture and remove large debris from orbit.
  
- Improved Tracking Systems: Enhancing tracking of objects in space to predict and prevent collisions.

Implementing these strategies is crucial to maintaining the sustainability of space operations and preventing the long-term accumulation of space debris.
